It's like Pulp Fiction meets the IRS.
IRS Special Agent Jeff Burke [Harrison Ford] investigates an IRS wrongdoer, Richard Onner [Joe Pesci]. (This is right from the headlines of Congress's investigation of the IRS.) Jeff is originally called in by Internal Security Inspector Nick Anderson [John Mahoney].
The Onner investigation leads to the death of Anderson. Anderson is killed by a model airplane bomb.
Jeff sustains several attempts on his life.
Jeff learns that Onner is helping Jack Rosenbaum [Robert DeNiro, in a cameo], wealthy owner of a neutron bomb secret laboratory and a chain of coin and stamp shops, to rip off $440 million a year in phony refunds.
Other killings ensue. Poison darts. Cobra attack.
Eventually, Jeff discovers that Debra Sweeney [Jennifer Lopez], a professional hit woman, is behind various attempts on his life and the murders of Nick Anderson and others.
Then Jeff learns that the IRS Commissioner, Jimmy Callaway [Brian Dennehy], is behind both wrongdoer Onner and hit woman Sweeney.
